At the end of 2007, the whole province had about 34.7 million square meters of house and the average area was 14.45 square meters per head. The solid houses accounted for 40.02 percent, the semi-solid ones 51.68 percent, and the simple ones 8.31 percent. Since then, the Program has strived for the average area per head of 15 square meters in 2010 and 20 square meters in 2020 with regard to urban houses. Rural houses are expected to reach the average area per head of 14 square meters in 2010 and 18 square meters in 2020. The Program aims to have finished abolishing temporary houses and got 100 percent of households in the province to have stable accommodations by 2010.
The Program focuses on the development of not only commercial houses, houses for relocation of residents but also social houses for officials, civil servants and workers in industrial zones who have housing difficulties. Accordingly, the Program will strive to support fifty percent of officials, civil servants and armed forces to rent or buy social houses and provide forty percent of the total workers in Dong Nai with suitable accommodations by 2020.
Downgraded apartments will be gradually upgraded and the program will create conditions for the households living there to improve their flats. Dilapidated and temporary houses in localities will be completely abolished. Policy beneficiaries will be assisted in improving their accommodations. For countryside and towns, the program will concentrate on developing housing planning. Buying houses in accordance with Decree No.61 of the Government will be completely finished. The Program also suggests seventeen duties and solutions.
This Program is developed based on the results of the HDP from 2001 to 2005 in the province (one of the twelve programs of socio-economic security and national defense development.)
